How a data centre gets its power in Ontario

A large data centre is, from the grid’s point of view, a major new industrial load arriving all at once. Ontario has a defined process for connecting one, and understanding it explains why power, not land, sets the timeline.

Who is involved

Two institutions shape almost every connection:

  • Hydro One owns and operates most of Ontario’s high-voltage transmission network. A transmission-level connection ties into its system through a defined connection process.
  • The IESO (Independent Electricity System Operator) runs the provincial grid and market and assesses how a large new load affects system reliability through its connection assessments.

Smaller loads may instead connect at the distribution level through a local utility, which can be faster and is often the right first question for a more modest site.

The path, in plain terms

  1. Establish the connection point. Identify the nearest station or line with capacity and a feasible route to it.
  2. System studies. A one-time load addition above 10 MW triggers the IESO’s System Impact Assessment (SIA), together with the transmitter’s Customer Impact Assessment (CIA), before a connection can be approved. This is where deliverable capacity stops being an estimate and becomes a number.
  3. Connection and build. Approved upgrades and the connection itself are engineered and built under a connection agreement.

The headline for any site owner or operator: this sequence is measured in years, not months. Hydro One states that an average transmission connection takes two to five years. That is not a flaw in the system; it is the nature of moving serious power. It is also why a site that has already advanced through the early steps is fundamentally more valuable than one that has not.

Why early de-risking changes the economics

Most of the risk in a data centre site lives in that connection path. Resolve it late and the project carries uncertainty through to construction. Resolve it early and the uncertainty is gone before a partner commits capital.
